Label Submission Requirements:

OISC no longer accepts paper labels. Labeling should be submitted to the office either by e-mail (pestproducts@groups.purdue.edu) or through ALSTAR.


All elements of the container labels must be submitted as one PDF file. This means that if the labeling includes a portion of the label that is adhered to the container and a booklet, this must all be combined in one PDF file. This also applies for devices where the labeling on the box, directions for use (owner’s manuals), and any labeling on the physical device must all be in one PDF file.


Labels must be text-searchable and free of printer proof markings.


Revised Label Submission Requirements:

Revised labels follow the directions above for Label Submission Requirements. In addition, if the labels are submitted via email, the PDF document must be named to match the 10-digit IN REG Number of the product. This number is the first column on the renewal listing.

Revised labels must also be accompanied by a list of changes and/or revisions.


What Requires Separate Registration:

According to IC 15-16-4-56: "For more than one (1) pesticide product to be considered the same pesticide product, each pesticide product must exhibit the same: (1) product name; (2) registrant name; (3) United States Environmental Protection Agency registration number; (4) labeling, claims, and branding; and (5) ingredient statement."

Product Registration & Certificates:

OISC does not mail pesticide product registration certificates. However, the applicant will receive an automated e-mail from our database when the product has been registered or renewed. After registration, the product can be legally sold, distributed, or used within the state of Indiana.

State registered products can be searched at either website listed below. For Indiana Restricted Use Products, these will be identified within the product name in parenthesis.



Please note that the INPlants search will not show products in discontinuance (D1 or D2). The NPIRS Public search will show discontinued products.

You will also find examples of what requires registration as a device in Indiana, what is considered a different product and requires separate registration, how to submit labels, and renewal details.




New Applications:

Below you will find the requirements for each application. If, upon initial review, an application is missing required documents, the labeling is not submitted appropriately or the labeling requires revisions, OISC will provide a 30-day deadline to submit additional documents or corrections. If not submitted within that timeframe, OISC may propose to deny the application.

The $170.00 Indiana registration application fee is non-refundable.

All registrations expire and must be renewed by December 31 of each year.

Checks should be made payable to: INDIANA STATE CHEMIST. At this time, OISC cannot accept credit card payments and we do not have the ability to receive renewals or new registrations through our State Database.

For Section 3 applications, our office estimates 2-4 months for registration review and processing. For 25(b) or device registrations, our office estimates 6-9 months for registration review and processing. Please note, applications received during our renewal season (October-February) will have longer timelines.

ONLY upon request by OISC, submit third party efficacy data (no testimonials) for each pest control claim made on the label, labeling, or advertising for the device.

Reminder: Replacement Filters & UV Light Bulbs that are used in a pesticide device require registration in Indiana.




Pesticide Producing Establishment - Contact Information


The Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) requires that production of pesticides and pesticidal devices be conducted in a registered Pesticide Producing Establishment.

Companies that produce pesticides, pesticide active ingredients or pesticidal devices, including companies that import these items into the United States, must register as a pesticide producing establishment and file production reports with the United States Environmental Protection Agency (EPA).


The FIFRA definition of "production" includes formulation, packaging, repackaging and relabeling of any pesticide product or device.

Production in an unregistered establishment is a violation of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).

For pesticide producers located in Indiana, establishment registration is conducted through the EPA regional office in Chicago. The EPA regional office issues pesticide producing establishment numbers for each facility where pesticides or pesticide devices are produced.
